Residential Habilitation and Support (RHS) Care Services

Caring for a loved one with intellectual or developmental disabilities (IDD) is both a responsibility and a calling. Through Indiana’s Community Integration and Habilitation (CIH) Waiver, families can now access Residential Habilitation and Support (RHS)a program that not only provides essential services but also allows family caregivers to be compensated for the care they give.

At Home Mercy Home Care, we believe family should never have to choose between caring for a loved one and making ends meet. That’s why we champion paid-family-caregiver programs and lead Indiana in directing the highest percentage of reimbursement dollars directly to caregivers. We minimize administrative costs through efficiencies of scale and smart business practices—but more importantly, we do it because we believe in consumer-directed, community-based caregiving.

Paid Family Caregivers: 

One of the most important features of RHS is that it allows family members to serve as Direct Support Professionals (DSPs). This means relatives can step in to provide not only hands-on daily care but also habilitation—teaching, supporting, and guiding loved ones toward greater independence.

Who Can Be Paid?

• Adult children, siblings, or other relatives can qualify as caregivers. Guardians and spouses may also provide support, though caregiver hours for legally responsible individuals are capped.

Compensation:

• With MHC, caregivers can expect the highest percentage of reimbursement in Indiana—far above industry averages. Our model is designed to put money where it belongs: in the hands of those delivering the care.

What Services Are Included in RHS?

Residential Habilitation and Support go beyond personal care. Under the CIH Waiver, services are tailored to everyone’s needs and Individualized Support Plan (ISP). These may include:

• Daily Living Skills: Help with cooking, cleaning, laundry, shopping, and transportation.
• Personal Care: Assistance with bathing, dressing, meals, and mobility.
• Skill Development: Teaching independence, self-advocacy, and community integration.
• Health & Safety Support: Monitoring wellness, assisting with appointments, and supporting behavior or health plans.
• Community Participation: Encouraging engagement in work, recreation, and social activities.

Day Habilitation 

Day Habilitation (individual or group) supports learning and assistance in self-care, sensory/motor development, communication/socialization, daily living skills, community living and social skills.

Day habilitation activities are intended to build relationships and natural support.

Services are provided in a community setting or in a provider facility.

• Explore the person’s natural connections with people, family, staff and support teams
• Inquire about their favorite places to go and things to do, like shopping, eating, and recreation
• Find out if there are preferences for small gatherings or crowds, hanging with close friends or meeting new people
• Help them participate in seasonal activities or weather or determine if they are up for adventure or cozy calm – even what they don’t like to do.
• We learn about choices for connections such as church membership, social clubs, family visits or desired vacations.
